The Miguel Angel Blanco Memorial commemorates the councillor of the town of Ermua, a member of the Popular Party, who was kidnapped and murdered by the terrorist organization ETA in July 1997. His case became one of the most decisive moments in modern Spanish history, because it sparked an exceptionally strong civic response across the country.

Blanco was a young economist who had only entered municipal politics in the mid-1990s. His kidnapping was meant to pressure the government into moving ETA prisoners to the Basque Country.
